Why are you stuck on 5.00?? It will be on a sliding scale fee on a case by case basis depending on the complexity of the project. There will also be an honor system involved, you know like if you're a student, then that's what you really are type thing.

In your case since you're raking in the big bucks as a GS-9(?) it will be at least 10-15 bucks a whack  :D
