I doubt a London-based team would be placed in the West. Although Carolina was a West team it is still another 6-hour time diff.!!
Frankfurt, Germany has been mentioned as a possible location for a 2nd game. I could see that happening.....

ORCHARD PARK, N.Y. -- NFL commissioner Roger Goodell is interested in adding a second regular-season game in London and says the move will be discussed at the owners meetings this week.
"It's been tremendously successful," Goodell said before the Buffalo Bills' game against the Philadelphia Eagles on Sunday. "Fan reaction has been overwhelmingly positive, and we want to build on that."
The commissioner said the league was happy with the game it played in Mexico City in 2005 -- the first regular-season game outside the United States -- but noted the NFL is focusing on adding a regular-season game in England.

HOUSTON -- The NFL will play regular-season games in Britain through 2016.
Team owners approved a resolution Tuesday at their fall meetings, with the number of games per year potentially increasing. No venues, dates or teams have been decided, but commissioner Roger Goodell said there could be more than one game there next season.

Love the decision but the prospect of having teams with low home attendance - Jacksonville, Cincinnati, Raiders and Chargers - does not appeal so much :-\
